Temporary registration of a vehicle

Vehicles may be registered temporarily when:

  • they are or will be permanently registered abroad, and they are imported into Latvia temporarily without intention to register them in Latvia permanently;
  • the completion of conformity assessment procedure is necessary for them.

When a vehicle is registered temporarily the field „Remarks” of the registration certificate contains the entry „Temporary import” („Ievests uz laiku”), and the field „Period of validity” („Derīga līdz”) contains the period for which the vehicle is imported into Latvia, and it cannot be longer than three years.

If it is prohibited to register the vehicle in Latvia permanently, it is allowed to register it temporarily only once for up to six months. In this case, the field „Remarks” of the registration certificate contains the entry „Temporary import. Prohibition of permanent registration” („Ievests uz laiku. Aizliegts reģistrēt Latvijā pastāvīgi”). This provision does not apply to vehicles having diplomatic registration number plates.

When a vehicle is registered temporarily the submitted documents and number plates are kept at the respective branch office of CSDD, and they are returned upon de-registration for export from Latvia.

 Documents to be submitted to CSDD for the temprorarily registration of a vehicle:

  • note concerning the verification of the numbered components of the vehicle. This document is issued by the employee of CSDD when the vehicle is presented to the branch office of CSDD (price euro 4.90) or to the said employee at the location of the vehicle. In the latter case a person needs to contact the branch office of CSDD covering particular location in order to set the date and receive information about the price of this service (in Riga call +371 67025769);
  • foreign registration certificate (the document attesting that the vehicle has been written off or is not renewable is not considered as registration document) or for the new, previously not registered vehicle – document issued by the manufacturer or his official representative and attesting the technical data of the vehicle necessary for the registration;
  • document proving the right of ownership or holding when the person importing the vehicle is not the registered owner;
  • document proving that the vehicle has been imported into the Customs territory of the European Union in accordance with the pertinent requirements (Customs declaration), except when the vehicle is imported from the Member State of the EU;
  • identification document of the applicant (passport, driving licence issued in Latvia or driving learning permit issued in Latvia). For the registration of the vehicle, can apply the owner, and in case of holding – the holder (user) identified in the rent agreement or in the authorisation to use, or the person authorised by them;
  • in case of holding – copy of the rent agreement or of the authorisation to use (presenting the original). If the holder of the vehicle registered abroad is the person having declared place of residence in Latvia, the authorisation to use the vehicle owned by another natural person must have a translation certified by sworn notary or by another person according to Article 1474 of Civil Law. The authorisation to use the vehicle owned by a legal person can be certified by the owner;
  • number plates (if any);
  • document proving payment of vehicle use tax when applicable (if paid at CSDD commission in amount of euro 1.20 applies);
  • document proving payment for registration, registration certificate and registration number plates (price for automobiles and busses euro 43.93, for trailers, motorcycles, mopeds euro 30.83);
  • certificate of conformity when a vehicle is registered for more than 6 months;
  • certificate of conformity is not necessary:
    • for the vehicle having the first registration before January 1, 2001, or for the vehicle registered after January 1, 2001, and having the first registration date as indicated in the foreign registration certificate in 2000 or earlier;
    • for the car, motorcycle, tricycle and quadricycle having the first registration after January 1, 2001, for the moped having the first registration after January 1, 2008, and for the bus, goods vehicle, trailer (semi-trailer) having the first registration after April 29, 2009, corresponding to the type conformity assessment of which has been carried out in accordance with the harmonised requirements of the European Union and having type-approval marking on the manufacturer’s plate;
    • for the car, moped, motorcycle, tricycle, quadricycle, goods vehicle, trailer (semi-trailer) having the first registration after January 1, 2001, in Austria, Belgium, Denmark, Finland, France, Germany, Great Britain, Greece, Iceland, Italy, Ireland, Luxembourg, Liechtenstein, the Netherlands, Norway, Portugal, Spain, Sweden or Switzerland, and not having conformity assessment of the type carried out in accordance with the harmonised requirements of the European Union;
    • for the competition moped, motorcycle, tricycle and quadricycle having the homologation of International Motorcycling Federation and which is or is going to be registered in the name of the sportsman licensed by the Latvian Motorcyclists Federation or a member of the Latvian Motorcyclists Federation, which is supported by the written statement of the Inspectorate of Vehicle Control and Certification of CSDD. In this case, the field „Remarks” of the registration certificate contains the entry „Sports” („Sporta”);
    • for the competition car having the homologation of International Automobile Federation and which is or is going to be registered in the name of the sportsman licensed by the Latvian Automobile Federation or a member of the Latvian Automobile Federation, which is supported by the written statement of the Inspectorate of Vehicle Control and Certification of CSDD. In this case, the field „Remarks” of the registration certificate contains the entry „Sports” („Sporta”);
    • for a snow-mobile;
    • for an off-road vehicle;
    • for the moped manufactured before January 1, 2008;
    • for a specialised military vehicle.
