Registration of a vehicle

Documents to be submitted to CSDD for the registration of a vehicle:

  • note concerning the verification of the numbered components of the vehicle. This document is issued by the employee of CSDD when the vehicle is presented to the branch office of CSDD (euro 4.90) or to the said employee at the location of the vehicle. In the latter case a person needs to contact the branch office of CSDD covering particular location in order to set the date and receive information about the price of this service (in Riga call 67025769);
  • for the vehicle previously registered abroad – foreign registration certificate of the vehicle. The document attesting that the vehicle has been written off or is not renewable is not considered as registration document. For the vehicle previously not registered – document issued by the manufacturer or his official representative and other document attesting the origin of or the fact of selling of the vehicle;
  • document proving the right of ownership of the vehicle issued abroad or in the Customs zone, or, if the vehicle has been bought in Latvia – invoice-notice, or the contract certified by sworn notary or by another person according to Article 1474 of Civil Law. The document may be not submitted when the vehicle is registered in the name of the person indicated in the foreign registration certificate of the vehicle;
  • document proving that the vehicle has been imported into the European Union from the country outside the community in accordance with the pertinent requirements (Customs declaration), except when the vehicle is imported from the Member State of the EU;
  • identification document of the applicant (passport, driving licence issued in Latvia or driving learning permit issued in Latvia). For the registration of the vehicle, the owner of the vehicle or his/her authorised person can apply;
  • copy of the document proving the status of the legal person (presenting the original) when the owner of the vehicle is a legal person. The document may be not submitted when the legal person is registered in the Register of Enterprises or when the legal status of it is determined in law;
  • document proving payment of vehicle use tax (if paid at CSDD commission in amount of euro 1.20 applies);
  • document proving payment of company car tax (if paid at CSDD commission in amount of euro 1.20 applies);
  • document proving payment of natural resource tax (euro 55,00) in case of goods vehicles having maximum permissible mass up to 3500 kg, cars, tricycles and quadricycles (if paid at CSDD commission in amount of euro 1.20 applies);
  • document proving payment for registration, registration certificate and registration number plates (price for automobiles and busses – euro 44.22, for trailers, motorcycles, mopeds – euro 31.02);
  • certificate of conformity. Certificate of conformity is not necessary for the registration of:
    • the vehicle having the first registration before January 1, 2001, or for the vehicle registered after January 1, 2001, and having the year of manufacture or model year as indicated in the foreign registration certificate in 2000 or earlier;
    • the car, motorcycle, tricycle and quadricycle having the first registration after January 1, 2001, and for the bus, goods vehicle, trailer (semi-trailer) having the first registration after April 29, 2009, corresponding to the type conformity assessment of which has been carried out in accordance with the harmonised requirements of the European Union (the proof is type-approval marking on the manufacturer’s plate);
    • the car, moped, motorcycle, tricycle, quadricycle, goods vehicle, trailer (semi-trailer) having the first registration after January 1, 2001, in Austria, Belgium, Denmark, Finland, France, Germany, Great Britain, Greece, Iceland, Italy, Ireland, Luxembourg, Liechtenstein, the Netherlands, Norway, Portugal, Spain, Sweden or Switzerland, and not having conformity assessment of the type carried out in accordance with the harmonised requirements of the European Union;
    • the car, moped, motorcycle, tricycle, quadricycle, goods vehicle, trailer (semi-trailer) having the first registration after December 31, 2011, in Bulgaria, Czech Republic, Cyprus, Estonia, Hungary, Lithuania, Malta, Poland, Rumania, Slovakia or Slovenia, and not having conformity assessment of the type carried out in accordance with the harmonised requirements of the European Union;
    • the competition moped, motorcycle, tricycle and quadricycle having the homologation of International Motorcycling Federation and which is or is going to be registered in the name of the sportsman licensed by the Latvian Motorcyclists Federation or a member of the Latvian Motorcyclists Federation (supported by the written statement of the Inspectorate of Vehicle Control and Certification of CSDD). In this case, the field „Remarks” of the registration certificate contains the entry „Sports” ("Sporta");
    • the competition car having the homologation of International Automobile Federation and which is or is going to be registered in the name of the sportsman licensed by the Latvian Automobile Federation or a member of the Latvian Automobile Federation (supported by the written statement of the Inspectorate of Vehicle Control and Certification of CSDD). In this case, the field „Remarks” of the registration certificate contains the entry „Sports” ("Sporta");
    • a snow-mobile;
    • an off-road vehicle;
    • the moped manufactured before January 1, 2008;
    • the moped having the first registration after January 1, 2008, corresponding to the type conformity assessment of which has been carried out in accordance with the harmonised requirements of the European Union (the proof is type-approval marking on the manufacturer’s plate);
    • a specialised military vehicle.

Nota bene!

The vehicle is registered in the name of the person indicated in the document proving the ownership as acquirer. Further alienation of the imported vehicle is allowed only following its registration in Latvia, except if:

  • the vehicle is goods imported by the business entity (shop) for selling;
  • the person having permanent residence or location outside Latvia wants to alienate the vehicle not registered in Latvia and owned by this person.

Registration number plate(-s) issued abroad which was (were) on the vehicle when imported into Latvia are handed over to CSDD. If the vehicle is presented for the verification of the numbered components with the foreign registration number plates which are not handed over at the registration, the reason to do so must be indicated in the application for the registration.

Vehicles previously not registered abroad and manufacturers of which do not have international manufacturer identification code (VIN).
