CSDD e-service usage rules

These terms of use of the portal (hereinafter - the Portal) (hereinafter - the Terms) are binding on all persons who use the Portal, regardless of whether the respective person is a registered user of the Portal or not.

  1. The portal is maintained and administered by VAS “Ceļu satiksmes drošības direkcija”, reg. No. 40003345734 (hereinafter - CSDD).
  2. The portal is available both on the website and in mobile applications.
  3. Before using the Portal, the User is obligated to familiarise with the Terms, as well as to comply with them. CSDD has the right to amend and supplement the Terms at any time. Such changes shall take effect after their publication on the Portal.
  4. If the user of the Portal uses the Portal or performs any activities on the Portal, then it is considered that the respective user has read the Terms and Conditions in force at the time of use and will comply with them. Each user of the Portal is obligated to regularly read the Terms in order to be informed in time about the changes made in them. If the user does not agree with the Terms, then the user is forbidden from using the Portal.
  5. Registered users of the Portal have the right to use the opportunities and services offered by the Portal at the price valid at the time of offering the respective service. CSDD has the right to change the prices indicated on the Portal and / or create new paid services at any time at its own discretion.
  6. In order to become a registered user of the Portal, a person must follow the registration procedure specified on the Portal.
  7. Each registered user of the Portal is obligated not to disclose his / her access data to the Portal to a third party. If activities on the Portal are performed with the profile of a registered user (including the use of services) using the correct username and password, then it is considered that the operations on the respective profile have been performed by the registered user himself.
  8. The administration of the Portal has the right to restrict or deny access to the Portal temporarily or indefinitely (including from specific IP addresses) without prior notice and at its own discretion, if necessary explaining the reasons.
  9. Each user of the Portal is fully responsible for any activities and information he / she places on the Portal. The user is prohibited to use any means or perform activities that could endanger the portal, to use the portal for purposes not related to the offered services, to republish information without the written consent from the CSDD, to overload the portal with its activities. 
  10. CSDD is not responsible for the availability of the Portal, any technical problems in the operation of the Portal, changes in the data of the Portal user profile and actions in the profile as a result of access by another person. The entire operation of the Portal (including the services available on it) is offered as is, without any additional guarantees from the CSDD. The CSDD shall not be liable in any way for any losses that have occurred or may occur to the users of the Portal associated with the use of the Portal and the services available on it.
  11. The User of the Portal is obliged to take all necessary measures to ensure the protection of the legal interests of the Portal, including indemnification, against all claims or claims of third parties that have been or may be brought against the CSDD and are in any way related to the CSDD, if such claims are due to the user's own actions or inactions.
  12. All intellectual property rights in relation to the Portal belong exclusively to the CSDD. In case of violation of these rights, the guilty party is called to liability specified in regulatory enactments, as well as is fully liable for all losses that are or could be caused to the CSDD and third parties.
  13. All disputes between the CSDD and the users of the Portal are resolved through negotiations. If disputes cannot be resolved in this way, they are resolved in the court of the Republic of Latvia in accordance with the Regulations and the laws and regulations of the Republic of Latvia.


  1. All personal data and personal identification codes of users posted on the Portal are protected in accordance with the laws and regulations of the Republic of Latvia.
  2. By registering on the Portal and / or using the Portal, the user agrees that the CSDD processes the personal data and personal identification codes of the respective user within the bounds of the Personal Data Protection Law.
  3. The controller of the processing of users' personal data and personal identification codes is VAS “Ceļu satiksmes drošības direkcija”, reg. No. 40003345734, legal address: Sergeja Eizenšteina Street 6, Riga, LV-1079.
  4. The purpose of processing users' personal data and personal identification codes is to offer e.csdd services to users.
  5. The CSDD receives and stores information about the Internet browser used by the user (including IP address, cookies) and about mobile devices (for example, device model, operating system, parameters, network operator, location, etc.).
  6. The CSDD has the right to collect and publish information about the set of users, without identifying specific users in any way and without disclosing their personal data.
